It was nearly three years ago when the laws went into effect. The Superhuman Registration Act forced all mutants, meta-humans and superpowered beings to register with the United States Government. Fear of what these people could do gripped the nation, and so a careful eye was kept on each. Soon after the Keene Act would follow, effectively outlawing all vigilante and masked justice, the only exception bending towards those who would reveal their identities and work for the government.
Eventually there were three routes taken.
---There were those vigilantes and metahumans who complied. They hung up the cape or armor and registered, led their quite lives on the outskirts of the battles against crime and strife that they once waged. They ignored the outcry of their former partners and friends, and simply obeyed the law and bared it all.
---There were those who took their compliance a step further, and proved their loyalty to their country and continued to protect citizens by working for the U.S. government, under their harsh jurisdiction. They are either viewed as heroes or cowards, depending on how you look at it.
---Then of course, there were the rebels. They took to the streets and skies, despite the risks. They would not compromise for there was still a fight to be fought, and they would battle on their own terms. Fugitives from the law, they worked in underground tight knit communities.
These laws were passed three years ago. The politicians and the public thought it would end much suffering and violence. They thought that it would clean up the streets and discourage both vigilante justice and criminal activity. They thought it was a step in the right direction to know who these men and women were under their cloaks and hoods.
They were wrong.
The laws and acts have been repealed as an of desperation. The country is in a state of decay and crime is more prevalent than ever. The people cry out for their former heroes, but with so many teams disbanded and having many identities known, what will be the outcome? Can, or will, they rise from the ashes to overcome the next golden age of crime?

THE JUSTICE LEAGUE & JUSTICE SOCIETY
The Justice League slowly broke up after the Superhuman Registration and Keene Acts were put into effect. With government funding, the team is slowly being rebuilt...but will any answer the call to arms?
The Justice Society continued to meet and discuss, though did little to fight crime over the years. Still, many members remain on the roster and it is quickly regaining strength.
THE X-MEN

The X-Men seemingly disbanded, but were actually simply subdued and pushed underground. Some registered and some did not, the school remaining open under the guise of a gifted institute.
THE AVENGERS [/size]
The Avengers remained functioning, but served as a Government restricted and funded group. Many members left and many joined, and the team continued to grow in strength. It is today the most powerful team.
THE BAT FAMILY & THE BIRDS OF PREY [/size]
The Bat family and the Birds of Prey did not comply by the set rules, and continued to operate under the guise of night and technology. A trio of teams was formed that included the Bat Family, the Birds of Prey and the Outsiders. The groups worked in conjunction with one another to keep crime and corruption at bay while at the same time avoiding persecution.
THE TEEN TITANS
The Titans was the first group to pack it up and has now been defunct for several years. Whether the team is going to regroup has yet to be seen.
THE OUTSIDERS [/size]
The Outsiders, unlike all the former teams was a group that was formed only after the laws were passed and their main purpose was to fight the good fight and rebel against the seemingly ridiculous laws. This outside group included many vigilantes, both young and old, working in a complex underground group led by Ted Kord.
THE BROTHERHOOD[/size]
Another group who rebelled was The Brotherhood, only in much more forceful terms. The sequestering if mutants and superhumans attracted new members to the Brotherhood, and it has grown ever since.
THE HELLFIRE CLUB[/size]
The wealthy, well to do, and shady characters belonging to the Hellfire Club were able to avoid persecution for the most part by buying their privacy. Without much interference, the group has become an influential and economic strong arm.[/center]
